Permits
Do I need a permit to reroof my house?
A few miles can flip the answer. King County needs no permit to replace roofing on a house; Olympia wants a permit and a tear-off inspection.
No permit, within limits
- Seattle: no permit to reroof a one- or two-family home or townhouse if nothing in the building envelope changes, apart from adding or replacing insulation of equal or better value. Any other envelope change needs a construction permit. (Seattle SDCI)
- Unincorporated King County: no permit to replace roofing on a detached one- or two-family house, outside critical areas. (King County)
- Tacoma: a single-family or duplex reroof is exempt only if the old roofing comes off first, the new material weighs 2.5 pounds per square foot or less, the framing stays the same, and the building is not unreinforced masonry. (Tacoma)
- Pierce County: exempt for one- and two-family homes and garages when the slope is steeper than 2 in 12 and all roof coverings total 7.5 pounds per square foot or less. Vegetated roofs and sheathing replacement do not qualify. (Pierce County)
- Unincorporated Thurston County: no county permit for roof repair or replacement unless you add skylights or change, repair or replace structural parts or the pitch. (Thurston County)
Permit required
- Olympia: residential reroofs need a permit, a tear-off inspection and a final. Photos or video can stand in for an inspection if you arrange it with the inspector. (Olympia) (Olympia Bulletin #09-18)
- Lacey: a residential reroof is an over-the-counter permit, applied for online. The 2026 residential roof permit fee is $218. (Lacey) (Lacey fees, read Oct 18, 2026)
Questions this raises for your roofer
- Are you tearing off the old layers, and what does the new roof weigh per square foot? Tacoma and Pierce County exemptions turn on that.
- Will you replace any sheathing or framing? That can end the exemption in Pierce County and Thurston County.
- Who applies for the permit if we need one, and which days will the crew work? L&I lists asking you to pull the permit, and wanting to do most of the work on weekends and after hours, as warning signs. (L&I F625-084-000)
